This is interesting to consider when thinking about the New Deal. FDR himself definitely came from the power elite Mills identifies. And we know that FDR acted in the ways he did to save capitalism. After reading your essay, it's clear that the New Deal in large part helped drive the greater centralization the power elite have taken advantage of.

From World of Fairs, by Robert Rydell:

“And he gave the opening day speech at the New York World’s Fair. Far from being ephemeral to the New Deal, the fairs served as a primary vehicle for giving the appearance of coherency to New Deal programs, for popularizing these programs, and for forging a partnership with corporate America for shaping the nation’s future.”

“So they set out to build a sustained market for industry and agriculture and to establish a controlled business environment. To promote the latter goal, Roosevelt suspended many antitrust laws—an action that had the effect of encouraging the consolidation of  American business.”
